It was until Code Talker (and later Skull Face) rediscovered it. I'm saying that the original premise is flawed. If they really wanted to exterminate a specific population, they could just manipulate a sufficiently motivated dictator or rival population to do it the old-fashioned way; if they wanted a large-scale indiscriminate depopulation bomb, they could just dust off an old plague and call it a day.
