If you've got the patience to wait two days for the North American release, Odin Sphere Leifthrasir might be right up your alley. It has a demo on the PSN right now. The Legend of Heroes: Trails of Cold Steel is something I hear a lot of people play and if you don't mind fanservice panty-shots oldschool RPGs, Dungeon Travelers 2 might be a thing for you. DT2 has a demo on the PSN as well. Muramasa Rebirth is a pretty fun game as well because of how fast-paced the action is and such.
Otherwise, I hear some folks recommending Final Fantasy Tactics, Disgaea games, Tactics Ogre, and Jean d'Arc. You've got plenty of choices and at least one of these posters would be able to tell you something about the games I listed.

My problem with D4 are all the characters and their annoying repetitive jokes. The story was also kinda meh. It was trying too hard to be serious and epic. Going by the story and characters alone, I'd rank D4 as the second worst Disgaea, only beat by DD2.

I think Disgaea 3 has one of the best settings in all of the games, and Mao had a great potential that wasn't really utilized 100 % for what it could have been. But I still liked him, nonetheless. Almaz stole the show for me, though, he and his voice and relationship with Mao were just great.

Disgaea has such an awesome sense of style when it comes to character design, settings and music, it's just alone in its own world of awesome that no other game series can grasp. NIS has so much to give in terms of Vita ports and whole new games, but lately they just seem to have lost their touch. I want to like them the way I used to, when they made gems like ZHP, but nowadays it's just... pretty much nothing like that anymore. Awakened Fate Ultimatum was such a mess when compared to ZHP and GFPand I hate how Haruhi cameo was made with that game, rather than with one of the earlier ones. That was actually my first Disgaea game, since I didn't have all that much money at the time and the only consoles I had were GBA and DS. I loved it despite the downgraded experience, but then I eventually got to buy a PSP, and AoD was the first game I bought for it, and I was blown away. I've killed like 6 billion Mandragoras in Abyssal Darkness and Eternal Jew with DLC drop charm equipped and still didn't get it.

For the JP version, you can use smartphone or tablet to access the "companion app" in the game. It's basically a system navigation thing and this method requires internet. Not sure if mandatory, probably not.
For Vita it's built in game.

Not sure, but it's an issue with the Atelier Arland games (and some other digital games).
Best bet is to always back up your save files, 'cause that error can mean a ton of things, ranging from corrupt save files, to issues related to the database.
Also, turning off your Vita's Wi-Fi connection supposedly helps, 'cause trophy sync has caused issues for some people that I know.

I can't speak for MGS3, but MGS2 HD runs nicely on the handheld. Not going to lie though, getting used to touching the screen to cycle weapons and pressing down on the D-pad to lower my readied gun took some getting used to. Other than that (and the lack of the skateboarding minigame) its a great port and I love it.

I have no idea. Seeing how Aksys hasn't made any comments about EU releases while doing it with ZTD and Exist Archive, it really makes me wonder how things are currently. Seeing PQube's past deals with Aksys it wouldn't be impossible for them to handle the release, but they have been just way too quiet about all of it. They even announced Steins;Gate Zero, but nothing about Shiren or anything else outside GalGun.
