Reinhardt needs exactly one minor nerf, and that's to have his shield have a decay as long as it's up. Always have a blink up and know which direction will take you away from the fight. Try not to engage unless the target is facing away from you. If you can get close, hose the target, then blink out, that's your best bet for a kill, but don't be afraid to mash E if you get into more trouble than you expected.
The thing about Tracer that I think a lot of rookies miss is that she's a skirmisher and not an assaulter - she's not really meant to outright kill other characters on her own (though she can), but rather do enough damage that the enemy has to decide whether or not to turn around and deal with you instead of facing the rest of your team, while also picking off characters with low health or who are separated from the rest of their team. D.Va plays in more or less the same way, but she's a bit more difficult to pull off on account of being gigantic compared to Tracer and having inferior damage output during hit and runs.

Torbjorn is actually OP as shit. Why the fuck does he have McCree's damage with no falloff and a decent firerate and reaper's shotgun with a slower firerate if anyone gets close. He gives everyone 75 armor just for walking around after a teamfight. Oh and molten core entirely shuts pushes down on its own for some reason and charges fast as shit,the turret alone deters people so you can do that shit from spawn
