well part of it is luck, but the other part is getting an instinct for prediction. Zarya is best when paired with another character (ideally in a group together with voice) who can go balls-deep. You shield them while they're doing their thing, forcing the enemy team to either feed you damage or do nothing for a couple seconds.
The best advice to be good at Zarya is to be fearless and invite the enemy team to attack you so you can maximize your barrier.

She was a huge disappointment in my opinion though; They took the versatility of a quake rocket launcher and divided it into recharging abilities, both of which are subpar in terms of implementation. The not-a-rocket-jump ability only shoots you straight up into the air the same way every single time instead of across something. Then the knockback blast in general is also a bad idea since it does nothing but flatten her skill curve: in quake you could knock people back as long as you were capable of making the shot, but now you just wait for a recharge, and since you're using a knockback beam instead of a slow traveling rocket, everyone can make the shot, so the amount of shots taken and the amount of shots made are both going to become more and more similar from player to player.
Her jump ability should be completely replaced, her rockets should have more knockback, while her blast ability should be something she can use to jump creatively. She also needs a means of getting more horizontal momentum.

Apparently his cells are constantly decomposing and regenerating at an impossible rate. My guess is that whatever weapon 76 used on him was one that decomposed cells, and so Zeigler went to fix him with a process that would regenerate his cells (Her medi-staff presumably) but his condition was permanent, so she had a choice to let him die or let him live in a permanent state of regeneration.
