They could base those raids on the Nexus or on Blizzard universe encounters.
For example one raid could be about stealing Blakcheart's booty from him. So the team fights their way through his ship, beats different pirate themed bosses and faces off against Blackheart at the end.
Or something classic like Tristram Cathedral where you clear floors and descend deeper. Maybe six floors with Butcher on the second, Leoric on the third and Diablo on the sixth one in hell.
Don't know if PvE raids would be popular though and it might be bad for the game since it split away part of the playerbase which could be playing PvP instead.
I hear Nova got nerfed hard some time ago, what's she like now? Taking a look at her talents it seems as if she's lost some of her burst damage. I don't recall exactly what, it's been a long time for me.

If you go W-build (like Hotslogs suggests people over plat do) I'd call her playstyle a cross between Tyrande and ranged Sonya. You "hunter's mark" a target for team to kill with your W, then follow through (heh) with sustained dmg at safe range, throwing snipes and decoys between attacks for extra dmg.
She can still burst people with that too, just not so crazily like she used to.

They overhauled his talents, removing a lot of the redundant/unnecessary ones. Robo-Goblin now has an active which allows you to retarget your turrets. He still has 2 major builds: one with the classic teamfight-focused area combo + lasers (speaking of which, charge rate boost talent is now available at lv.7) and another with Merc Lord + Robo Goblin, focused on relentless pushing and map pressure. I personally don't think he is that bad, more like his playstyle is really weird and clashes with what people would expect from a hero in this game.

i went to play azmodan in qm cause he is free week and the only hero that i dont have (sgt hammer is not a hero tho) and i know how to stack because i played him in hl in the past (u can if u have lvl 5). just lost 2 games in qm because i was stacking, nobody fucking help me. 17th minute of the game and i still cant one shot a creep wave without using my ultimate. murky, chromie and li ming on team, none of them help. they see me nearby - they insta kill creeps and then complain why im not coming to objectives, cuz i have to farm u dumb bitch, then im gonna 1shot everyone, otherwise its not fun.
