Keep in mind that the Tier differences represent different patches too, of which all 4 major ones brought significant changes to warlocks. A lot of Wrath private servers stay stuck on 3.3.5a, so go with an ICC spec (Affliction/Demo).

If it is it's a bug on whatever server you're playing on, because they did not stack in WOTLK at any point.
Demonic Pact was added in WOTLK to homogenize the Totem of Wrath spellpower buff. DP gives more spell power to the raid (especially as everyone gets geared more since it's % based) but didn't provide the 3% crit or whatever it was that Totem of Wrath did.
That said, at no point did they ever stack. At least not in WOTLK.
