Yes. It's nothing new but it is another way of getting a huge chunk of reduced mana cost and it's quite underrated as a stat.
For some reason they removed the 50% reduced mana cost while on consecrated ground from inquisitor however. Quite liked that. I feel like standing in consecrated ground is probably much easier than keeping full es.

I'm only a few days in myself but linking you to a thread about how to make your own build is fucking useless if you're not familiar with even the names of different things in the game.
Go on the forums, try to narrow down to a class you want because it doesn't matter that much. Each class forum has a build list, spend a little bit of time choosing a build that sounds fun based on the abilities it uses and how it looks in action. That's what I did and I'm enjoying a flicker strike build on my first character right now.
Note to you as a d3 player, when I first started this character I went with a dual strike build and it was pretty decent but I had to stockpile skill reset currency because it was mindnumbingly boring spamming one ugly skill over and over again, having come from d3 myself. A lot of min/maxed builds in this game work that way because the challenges here are ultimately harder than anything d3 throws at you. So when you're going through the build list, keep an idea of how many skills you want to actively be using at end game.
