Well the tutorial sort of railroads you into jacking a car and installing a (free) tracker and insurance, so I'd say buying your first one isn't something a lot of people do. Still, not like you'll care a lot if your first car isn't perfect, you can replace it just fine and it doesn't cost you anything.
