I never really enjoy doing a lot of things on private servers if I did them on live, like rep grinding or farming mounts or any of that completionist shit, so it mostly comes down to instanced content and how classes play. With that in mind either MoP or Cata. I'm not saying its a poor idea to release legacy servers, just that you can tell that a lot of people are just tagging onto the movement who have no intention of playing them long term.
tbqh the best bet is to release legacy servers in the middle of a content drought (which is bound to happen) in the next expansion. people can play vanilla during off weeks and then when they need to raid for their guild they hop on retail. a system like that would work, imo.

Monk main since MoP here, and I'd probably say druid. As far as Legion goes, Guardian looks a LOT better than Brewmaster. WW on the other hand is boring as all fuck, and probably won't get changed because people are falling for le fighting game playstyle meme.
I don't heal on either class, and have heard mixed things for both. All in all though, if you don't have any big attachments to the monk class, I'd say leave it.
