They allow shota/loli as long as it's SFW, most shota/loli artist there post a SFW version or a crop, and link to the real image.

I mean it's not that crazy. C# has lots of great tools for video game development like XNA. All of the major engines for 2D games have lots of limitations, so I don't really see what else he would do.
