There is some randomness to it. You could for example use a card to get to class level 15 even though it wastes most of the card exp. And then your class change quest could be kill a hundred things (which give no class exp).
And then there is just small discrepencies in how much exp stuff gives. Some give more class exp than others.
I think I got to rank 6 at level 176 for example and have heard of people hitting rank 7 at 222.

Check ToSBase build sorted by likes to see how people used to build and get a sense of what skills are considered good/useful, then check by date to see how people are building now and reference http://pastebin.com/gRWPfJam to make adjustments.
A lot of public builds don't actually understand the synergy between skills and all I really have to say about that is lurkmoar and read the forums. If you can read mars runes the kToS forums are helpful but they have a different version of the game so salt their builds with iToS info.

you're fine. I'm currently 197 and did 0 grinding at any of the popular spots like bees or demon. I did start doing monster kill journal for every zone that gave me lvl 9 EXP cards. Also did a few of the lvl 8 monster kills and am considering going back to complete those but I don't think it will be necessary.
It's kind of nice in a way, you're grinding a bit doing that but the lvl 9 cards are worth it imo. currently have 150+ and I'm only half way done with the zones that give lvl 9 cards. I plan on getting to 203 before popping my cards to 217.

- An entire unplayable weekend thanks to some shitty bug that would only let you play in channels with a lot of people, if you were alone in a zone you were fucked and couldn't even get on your character unless a bunch of randoms also got stuck there so you could rescue eachother.
- People expecting a spiritual successor to RO found it to be more linear/on-rails and got butthurt.
- Game still has bugs and server stability issues though most are now trivial.
- BOTS. The buywall and f2p restrictions were supposed to cripple / keep out bots at least for the duration of EA. It didn't
- The F2P Restrictions are retarded. Free players can't trade, they move slower, they earn less exp than a premium player, they're allowed to do one less dungeon run per day than premium, they get taxed heavily by the market fees. Again, this decision was made to combat botting. All it did was hurt the players while the bots prosper.
Those are the main reasons for the salty reviews. They expected the second coming and were let down hard.
This game's core is incredibly good and the story is great but it's being strangled by incompetent developers.

-Literally every player right now payed a fee at the door, and yet IMC couldn't bring themselves to set up servers that could handle them

for lvl 9 cards I started at Roxona Market. killed all the mobs there for the journal and then so and so forth.
for lvl 8s I believe they start at Demon District 4. not 100% sure because I didn't complete the journal there. the only places for lvl 8s that I completed the monster kill count are Verkti Square, Laukyme Swamp, and Viltis Forest. Debating on going back and finishing some monster kill quests for lvl 8 cards but honestly I think my time is better spent grinding a bit in the higher zones instead of getting like 10 lvl 8 cards.
I say stick to getting lvl 9 cards.

no probs. the monster kill count is a grind disguised as something else. While you're doing it it doesn't feel like grinding. You're getting good EXP while working towards a goal (EXP card and adventure points)
Overall it's a good system, but grabbing early lvl cards is not worth it. It only gets worth it at around lvl 190 (lvl 9 cards) MAYBE lvl 8 cards.

Memedagger isn't worth the rerolls. It's a 2-5% drop rate, at 30k a reroll and 20 to 50 rerolls to get one it'll cost you 600k at the cheapest, but anywhere up to 1.5 million. Excluding getting lucky or unlucky.
At that price it's just cheaper to buy one. If you want to gamble though, go for it.
