I did everything as pointed in the readme file:

I can recommend one thing. For Civ 5 there is JFD's Cultural Diversity mod. And it has a soundtrack component, which adds different music for different cultures. It's about 1 gb. Yeah, some of the music are about old civs, but some could still fit Victoria.
Yeah I play Civ 5 I should be ashamed because of that, that mod has a meme name etc etc. But while playing unique soundtracks actually make quite a difference. I suggest you check it out, perhaps it might give you some ideas?
