for comparison Excalibur can go fast (mobility) he can CC at a satisfactoty level and he can kill shit at any point in the game which makes him a jack of all trades and master of killing

Just type "is oberon any good? I heard his heals are bad" into region chat. You will almost always get at least 5 messages trying to cite that he is endgame viable.
His 1 is cancerous, Radiation damage is the worst fucking damage in the game, it acts as a ghetto nyx confuse and rarely helps you. It cannot scale, no matter how many of those fucking orbs it fires when you cast it. They will seek random targets and have the effective TTK of a piece of popcorn.
His 2, is literally the dumbest shit they've ever done. Fatfuck (scott) probably ran nothing but corpus tile sets and though "gee I bet this small aoe field would work good in the hallways" and stopped testing from there.
Fuck every one of those autists who thinks negative duration on Oberon's heal that drains energy is a good thing, ignoring the fact that it heals for fuck all when you do that anyways.
You will expend 3000% more energy than a trinity or even a equinox healing for exactly the same amount. It also has a fucking long cast time and you will probably die when you need to cast it.
His 4 is just as terrible, At max range its a mediocre crowd control for a huge amount of energy, His cast time is not invulnerable, so you are standing there like a stupid fuck as things kill you mid cast. The blind component of it may as well not exist, its so short you can't even tell it happened often because your animation to cast it is still fucking playing.
I'd argue that no matter how fucking terrible the frame, everyone is better than oberon. Every single warframe can at least be built to do something. But not oberon, this mother fucker has risen to the challenge of being a piece of shit.
Oberon is literally everything wrong with their early "ideas" of balance. Ones that being like oberon, they must prove how incompetent they are by never addressing them.

This suggest that it does not, since the duration modifies only the "precived" efficency (time bwetween ticks), so for the 190% haev to apply to the "true" efficency (energy used per ticks)
But on the abilites description:
"Maximized Power Efficiency reduces [...] channeling cost to 0.75 energy per second"
Which is only 25% of it, when if no limit applies to it, it should show 10%
If the limit does apply, then whats the point of the 190% eff in the first quote?
