Starlight, most probably. It has a nice large building zone which, while itself smaller than Sanctuary, actually gives you a lot of ground which is as even as any settlement really gives you to play with.
Nothing is flatter than Starlight while actually giving you a decent amount of room. (Technically the flattest one goes to Hangmans Alley, but that's so tiny and unsuitable for any decent sized building.)
It's also pretty well placed for anything you do up north, so there's that to it too.

Not me. Have you tried verifying game cache with steam? When I first started playing new survival, even though it had only just then updated the game, filling up water bottles was '!Lookup Failed!' for me. Verifying cache fixed it.
I have noticed however, you can't use the armour bench to scrap items you can't upgrade, however. Makes scrapping some items a pain in having to drop them and scrap them via build mode/lug them back home and do that, not out in the field.
Guess that latter reason will be why though.
