Techforcer/Masterforcer with Katana, Berserker, Armorer/Yakuza, Pumping Iron aced, Martial Arts aced, Iron Man aced is really fun on Deathwish. Katana one shots gensec elites, two shots tans, charging up will kill specials outside of Dozers, Iron Man aced allows you to knock over shields.
This is my melee Deathwish Masterforcer build with Armorer and sometimes Yakuza. I usually use the secondary nade launder and an assault rifle.

Keep in mind I like that stuff and play it that way. The only really necessary skills are Berserker basic and Pumping Iron basic mixed with the Katana to make a really strong melee build. Other melee weapons work too, but the Katana is probably the most effective.

You'd need Dragan DLC for the Infiltrator Perk Deck, and the Jiro DLC for the Yakuza Perk Deck and Katana, which really is the best melee in the game.
It's debatable, the ICTV makes you move pretty slow and eat up all the bullets. If you're okay with mods there is a Sociopath Rework that makes the perk deck turn you into a super fast glass cannon which is a much more accurate rendition of Hotline Miami's gameplay.

Basically all the Character DLC. Even if you don't like the characters involved pretty much, most of the Perk Decks add a lot to the table. Clover's Burglar Deck is very useful for Stealth and Sokol's Grinder Deck is, even after all this time, considered the strongest in the game by many. Jacket's Sociopath is probably the one exception unless you download one of those reworks.
As far as Weapons go, Gage Mod Courier provides a lot of Weapon Mods even if you have to work for them, and BBQ Pack has the Molotov Cocktail and the pretty fun Flamethrower, and Gage Shotgun Pack has HE Rounds for shotguns, which makes stuff like the Judge Shotgun kill shields or remove Bulldozer Visors quickly
You can ignore most Heist DLC to start with, just join Friend of Pub lobbies.
Golden Grin Casino has the Buzzer though, which is regarded as the OTHER best Melee in the game, because it tazes anything besides a Bulldozer.

The point is that it's a melee build. You go Berserker to get extra melee damage to one shot gensec elites and two shot tans on Deathwish with the Katana. Infiltrator gives you health upon melee strikes, which sort of defeats the purpose.

For the Katana and Yakuza deck you need the Jiro DLC. If you use the Yakuza deck with the build I linked, yeah it's kinda like Hotline. You actually move pretty fast with the Yakuza deck plus Run and Gun with the ICTV. Not as fast as the suit, but it's more viable I'd say on Deathwish than other melee builds that use the suit. There's fragile and then there's really fragile.
There are a lot more ways to make a good melee build on Overkill and below though.

That's honestly not a good way to do a Melee build though. Bezerker's Damage boost is redundant in most cases where Infiltrator's own works just fine. Having to charge for a second more is far less of a drawback than Zerker's lack of health regen, lack of significant damage resistance. Gimping your health intentionally on Death Wish means you'll be competing with Killerbee for Most Downed.

It is a good way to make a melee build. Berserker's damage is definitely not redundant for melee. Killing stuff as quickly as possible is important with a melee build, because the cops tend to notice you as you're smacking away at their buddies. One shotting them with the Katana makes them react slower.
Infiltrator's damage bonus comes from consecutive hits which takes too much time to actually matter. 230 ish armor is more than enough on Deahthwish, unless you're new to it. After all, there was a time before First Aid Kits, before Muscle giving out large amounts of health regen, and before Infiltrator existing. I've run that build many times with good results. If you run the Techforcer variant, you have even more armor. You should try it out sometime, especially on the Diamond. Lots of close range fights and lots of cover. Doorway fights are the best with the build as you can just smack your melee key and rack up the kills.

Boiling Point takes time to get used to mob-wise and the standard cops will shred you down, but otherwise the heist is big oil lite.
Murky Station is train 2.0, with laser beams to boot. It's pretty straight-forward when you figure out how it functions as Bain doesn't necessarily give you the full lowdown outright, opting to instead run you through it as you go. It really helps to find the billboard that tells you where all four of the different supplies can be found.
So any advice on technician? Specifically what I should grab or avoid? I was initially planning on being a tech but I heard more than a few times that its not a very good tree.
That being said faster drilling does seem incredibly useful

If you're going techforcer and heavy armors, go for the rifle, drill and mine skills until you reach bulletproof,
If just grinder or rogue, stick to the first two drill skills, no need to go further or spend a single point in sentries.

Station I would say is decently designed, with there being plenty of different ways to get around without having to do some stupid positioning bullshit. The only questionable part is the drones themselves, as they either do or don't do their camera thing unless they're standing still. Getting around above-ground is a bit tricky with the guard count overall, as the train doors that you can manually open slide open very quickly and the only way to get into the locked ones is with a panel to hack, which takes less than 30 seconds of your time. In terms of your concern however, it's not actually that open, and there are even some spots that you can sneak under to get around certain patrols.

I haven't actually considered going maximum armor, currently I was going to try and see how far I could get with various ballistic vests (and related perks/skills) as sort of a best of both worlds approach (though feel free to inform me if this path is a shit one and I'd be better off going all or nothing armor or dodge)

Pretty hard. Though Muscle or Infiltrator are both better than Armorer, and even the tankiest build around can't spend too long outside of cover in DW.

There are enough points for ICTV, Bulletproof, and all the necessary utility skills (like stamina, move speed, bag handling) without even being infamous.

Rifle skills are for DMR shitters. If you need the stability or accuracy from them for shotguns, then you have a lot of fucking problems.
Don't need to Ace Bulletproof (it's a meme that started in 2014 for some unknown reason).
Don't take Silent Drilling ever.
Shockproof is a waste of points. Only good for memeing in sub-optimal gimmick builds.
Don't bother getting Bulletproof (or get any points in Tech) if you're not going to get ICTV.
CTV+Armorer+Bulletproof is less total armour than naked ICTV. This is one of the main reasons why CTV is armour for shitters. All the negatives for none of the armour.
