You need to restart. Knock Austria down to secondary power and make them release all provinces that aren't their cores (they have cores on Bohemia). You can sphere all the land they lose and possibly puppet it. When you form Greater Germany with a shit Austria in your sphere you get the chance to annex them with a huge infamy hit. Take that hit even if it puts you over the limit because it'll make you into world #1 military power and allow you to take down a double team of France and Russia without breaking a sweat.

ASAP war to force them to release Galicia-Lodomeria, Lombardy, Venice, and Bukovina. Consider releasing Croatia also, but it's not optimal to do so immediately. Wrap up this war quickly and focus on domestic policy for a few years. Then quickly influence Hungary and intervene in 1848, keeping them released. After this you want to release the rest of the Hungarian cores, and release Dalmatia. Everything that remains should be Austrian cores iirc. That's quite a lot of infamy, but it should never push you over the limit. Then focus on German affairs, as everything else is infamy free. When you're ready to form Greater Germany you need to ensure Austria is in your sphere, and you'll get an easy event to annex them when you do form the cultural union. Every nation they lost should be very close allies of yours, making you freakishly powerful in return for the infamy you spend.
Is HPM worth getting or is it simply for elitist autists? I'm fairly new to Vicky so I still rely on vanilla guides and shit. Does it add complexity/difficulty or does it just tweak things? Vicky is probably just right in terms of complexity now but if HPM balances it out a bit I suppose that would be nice.

It makes things more realistic in many ways which means really weird and implausible turnarounds are harder for tiny nations. They removed a lot of quality-of-life maintenance events from PDM for some reason, so you often end up with weirdly shaped dominions and colonial nations instead of having cleanup events cede them provinces and give them special bonuses. I think it's the ideal mod for playing in the Americas or in Europe, but not much else.

First there was no uncivilized nation named "Madagascar" before the Scramble. It was called the Kingdom of Merina. You can read about it here: https://en.wikipedia.org/wiki/Merina_Kingdom.
All the nations on the map were major uncivilized nations in Africa. They weren't just meme uncivis. They had been trading with many of the western nations like the Ottoman Empire for many decades.

to be honest there needs to be more flavour around the scramble for Katanga and Tippu Tip and the Belgian-Arab wars in the congo, plus better borders. Also since he redid the population in the Congo it's glaringly obvious how bad it is everywhere else (4.5 million people in Bunkeya and 10 thousand in provinces right next door in Zambia)

We plan on including all of Western Europe, setting the boundary at:
-the Elbe river
-then the Danube river (so including the western part of the Pannonian Basin)
-the border of the Roman province of Illyria
This means that eventually, all of the Western Roman Empire (and the barbarian areas) will be included.
We don't have a definite date yet, but work is going much faster than even just a few months back, so who knows? It won't be too long before we release another map expansion.
