It only activates once you hit that combo requirement, not like actives would, so you need to drop combo to restore more.
It'll increase your max sp by the percent, which will scale your sp pool too. When you drop combo or get hit, your max will return to normal, but your sp pool will not decrease.
This is most obvious with the HP boost on combo. If you get knocked out of combo from taking damage, you might still have max hp because the extra %HP covered the amount of damage taken.

Tiara Hinata is superior as a main card for her friendship subskill, but Chulip Idols Michelle is what you'll sub and end up spamming.
You're going to be using lightning bolt a lot once you get used to it, so maybe Michelle in this case.

What you end up using as a main is preferable.
Hinata gets +attack and dodge rolls, Mumi gets -1 combo.
Subs give 25% of their stats so if you end up limit breaking the card you use as a sub rather than the main, you get 75% less stats.
Best case you limit break both, but for now, go for Hinata if you don't think you'll end up replacing her anytime soon.

Now a general that was actually perpetually dead was the Madoka Online general. That was a shitty cashgrab game in the style of a mobage that wasn't actually mobile. It was a terrible browser game.
For some reason people continue to make generals that sometimes died in the single digit post counts. The chances of reaching bump limit were non-existent. There were periods where the only posts were bumps for the entire day.
And despite that bumpiness the general lasted until the game itself finally shutdown.

I don't worry too much about whether it will last in the general. Most of the time I've already gotten bored and dropped it myself by that point.
The exceptions to that usually tend to be stuff that I like enough to keep playing, whether or not they're popular here.
But I'm also on iOS, so the ones that burn out fastest do so before I've even had a chance to try.
