The ideal model for an mmo i think is
1. no initial cost
2. unlimited duration but limited 'free trial'
3. subscription that is required if you want to actually play the game seriously

ignore the pyro3 build, not only is pyro into elementalist no good, even if it was, pyro3 is no good, pyro is best at 2.
wizard-pyro2-linker1 is a good early damage build if you are planning on spending the last three circles as something more support oriented, or maybe sorcerer.
wizard3-elementalist3-warlock is the games generic 'aoe damage mage'. If you want single target damage you should be looking into archers instead
If you want to be loved chrono3 is good, its full support though, so this is an example where pyro2-linker into chrono3 would be alright, the pyro2-linker giving you the ability to solo with out wanting to kill yourself.
of course cryo3-chrono3 is the accepted meme full support optimal build.
Then you have screwy things like cryo kino that can kill bossess fast but is slow everywhere else. Thats probably not a good thing for a new player

You're right, the update didn't change any ies files, so at the moment it should still be 2. However, clientmessage.xml modified the Moreindunmission string from 2 to 1, the tooltip for token benefits was updated to 1, the 60day token says +1, and the DicIDTable entry for the token was changed from ETC_20160317_021187 to ETC_20160320_021192, with the main change in text being updating the string from 2 entry count to 1. The DOT damage is the exact same as the skill's damage. So that makes no difference. All it means is that enemies will take damage if they're inside Pole of Agony, and will continue to take the same damage if they leave due to the skill's lasting DOT. If they happen to leave and walk back into the skill, it'll refresh the DOT. If they stay inside the skill, they just take the skill's damage. Once the Pole disappears, they'll get the DOT as well.

Fletcher isn't a merchant class. Alch is apparently a bad merchant class because potions are too easy to make and item awakening is worthless. Squires are ok and food buffs are pretty good if you have a group to take advantage of it. Pardoners are probably the least bad crafting class since their crafting abilities are based off previous ranks meaning not all Pardoners are selling the same stuff and Discern Evil and Magic Def are pretty good.

Priest 3 for spellshop is probably the most reliable since that stuff will always be needed. Barrier scrolls are also pretty valuable for Earth Tower, and people want Daino scrolls for general party play but right now people don't need maxed out ones since there aren't really enough buffs around. So basically Daino scrolls and Barrier scrolls are the main options for a scroll pardoner, but the full list of skills that can be made is here.

skills look reasonable. thats how you do pyrolinker, its got the important chrono stuff
for wizard just take 1 earthquake, or 4 i guess since its not like the points are useful anywhere else either, its only going to be a CC tool after the first 40 levels or so, and you probably wont find yourself using it much for even that. put 1 in leghargy for the +100% strike damage atribute. Its really strong if you have a monk in the party, and earthquake also counts for it so you will do double earthquake damage while leveling.
as far as stats i have no idea. spr is only for magic defense/resist, you dont need it for sp. As a non main dps getting a bunch of non-int is probably alright, but i dont reallyknow.
If i were making a chrono i would go full all out cryo chrono and do con and spr only, but thats no fun to level as.
I guess the question would be, when rank 8 comes, are you going to spec into a damage circle leaving crono a nice support part of an overall damage oriented build, or are you gonna try to go even more support stuff? If damage then id raise int more, ignore spr, and get some con, if you are only taking the pyro as a bare minimum to make soloing bearable and plan to continue support as later circles open up, then you can skimp on int

Battle Orders is pretty much shit. Warping is more useful, even with the gigantic cooldown.
You're missing Langort and Umbo Thrust, the two least shitty Peltasta skills after Swash Buckling.
If you want to make money max Repair instead of maintenance. No point in having both maintenances either way, armor maintenance is shit.
Consider Concentrate instead of Thrust.
