For voice you either have isolated groups of people or welcome areas. Welcome areas or safe hubs regularly attract the worst SL has to offer so if you go to one you're going to want to enable the advanced menu (ctrl+alt+shift+d) so that you have the ctrl+alt+shift+9 keystroke ready.
You will need it to turn off prim rendering when someone attempts to graphics crash everyone there.

What you should instead if you want a jiub avatar is simply buy a drow / dark elf skin (there is currently a good one being sold at the skin fair, plastik i think, both male and female) and simply add a scar tattoo and red mesh eyes.
The fantasy collective event is currently running too so you might find some fitting clothes there or stores to check out.
Morrowind models would look out of place in SL anyway, given how old they are.

Belleza would be ideal for thick but you can use maitreya too if you want to be cheaper, belleza also gives you thinner avatars in a package however.
ideally you should get a mesh head from LOGO, catwa or slink too, this will add another 2-3k
So minimum cost would be around 3k (Maitreya body + mesh hair, nothing else), while high end would be around 6-9k (belleza, mesh head, hair, clothes, skin)
