I decided to give Africa a shot as Benin, so I go to war and completely control a country, Nupe. I have 40% war score, all their territory is worth 29%, they won't accept. I can't annex for some reason. Tried getting their ally to quit, but they wouldn't even take the 95% deal I tried to give them. Other countries start declaring war on me/my allies, I'm winning those and can't even get white peace while I try to figure out what the fuck is up with Nupe.
