To be a bit technical, apparently it was Hagakure that lured Hifumi into Makoto's room. For the same tired excuse in original flavor ch3: "I totally know of a way out! This isn't suspicious in any way whatsoever!"
The real question is how Hagakure got into Makato's room. Since this is Japan and they manage to have a hard time with hetero implications. What feelings they had for each other in Sayaka and Makoto's case don't make for a decent excuse here, and you can't really try to argue Makoto's bi like you could for Hinata.

Unless they went with Junko showing that she HAD the captured family members, then I don't think they could've pulled the Sayaka twist off at all after a murder and trial, Of course that would just ruin the epic finale twist about the world state, so she would just have to die first. So during that time just before his release the DR1 survivors and FF were all fighting against despair all over the world. Don't see how or when FF had time to pick him up afterwards and train the survivors properly.
Plus only SHSL students get the Ultimate titles so that's why I said what I said about Kenshiro even though he is technically the ultimate fighting guy.

But why though? We're already said to be getting many new characters which most likely come from Future Foundation and it's not like we know much about the fighting masters as a whole in the series since it wasn't the focus before.

Because the rest of the captives weren't that important to the UDG plot at that point. Unlike the new characters from Future Foundation which you know has the DR3 plot having to do with Makoto getting in trouble by said group so clearly you'd see those new characters in action. He doesn't have a choice. So that's why it makes more sense to have a SHSL Fighting Master from that group.

That's gotta be the obvious case since I doubt much time has passed since the UDG ending to when everything went down between the UD which led to DR2. Just going off Makoto, Togami, AI Junko and Nagito's words at the end along with Izuru's actions.

Yeah it makes you wonder how skilled or good the other survivors must be now if Hiro who saw Kanon dismantle Kumas everywhere with the Hacking Gun, pretty much took out Kotoko and her robot without the use of her Hacking Gun, athleticism kept her somewhat keeping up with Kotoko's robot's attack despite having a badly injured leg, and she well nearly killed Hiro, albeit by a sneak attack. Her targets are the other DR1 survivors yet Hiro said if she was still revenge obsessed and tried to attack them, they could probably handle her unlike him since he slacks off.
I know Toko/Syo could probably take her from what we saw in UDG.
We don't know yet if Makoto, Byakuya, Kyoko or Aoi could take her as well but if Hiro's confident they could then they must have gotten stronger since leaving the school. Well Byakuya always had some fighting skill or Bushido experience IIRC.
