No, lvl 1-5 characters have different skins available at Supply Line than lvl 30's
Same for level 6 characters have different skins available than lvl 1-5 and lvl 7-18
Level 20-29 also have different skins available.
Basically you want level 30, lvl 5, lvl 6 and lvl 21 characters to be able to pick up 4 of 5 available camos, since you can't get the 9-18 bracket camo because only 4 character slots per account.

Massive fell victim to the same pitfall as Bungie.
They severely underestimated the audience's ability to consume content.
Unfortunate that for both companies it was the first foray into this particular type of genre mashup.
Ultimately what Ubisoft has over Bungie is the Snowdrop engine which (presumably) is a lot easier to make content with. Where as Bungie's incompetence made it a living nightmare to do so much as fix one fucking broken model, Ubisoft actually had the foresight to create a toolset which makes it easy to compose new content.
The question now is if they will have half the brain required to start using the thing to churn out more content.

If there was an endgame worth playing nobody would faceplant the same enemy over and over for a fucking 100~ PC an hour.
Its not fun, its not engaging, its not fast. Its just there because outside of the two hard mission per day there is no fucking endgame for the average player. Challenging missions don't actually challenge you, they're just constructed in a way that encourages camping, which is the most boring gameplay method that ever existed, so ultimately you're left with this BK 'exploit'. Mind you this existed since the launch, it only gained popularity once Ubisoft made the decision to nerf PC drops to encourage daily completion, but that was the wrong move to begin with, maybe DZ boss farming wasn't the most fun and engaging thing on the planet, but it was an alternate method, and a means for people to continue playing for something meaningful after completing the scarce daily content.
You see a lot of developers do this shit in persistent games, but nerfing is almost always the wrong move, or rather, the less intelligent move. When people do something out of desperation because there's nothing to do, you're supposed to add more things, not remove the thing they were doing. This is what causes community backlash.
I'm not saying BK shouldn't be patched, he really should. But it shouldn't be the only thing they do, when they patch him, they seriously need to add something.

Pretty much every dev should realize at this point that there will always be people who no life a game into the ground at launch.
Using WoW as an example but blizzard predicted that in vanilla WoW. Earlier dungeons had artificial roadblocks intended to make content last longer. The original end game raid molten core had a reputation requirement to fight the last two bosses that took 3-4 weeks of killing mobs in the raid or spending a retarded amount of time killing mobs that gave 5 rep per kill needed 9000 total for the required rep. They used resistance gear as a road block in most end game raids usually requiring mats only found in said raid.
Blizzard didn't exactly pick the best way to go about it but my point being that a developer predicted that 12 years ago, Massive should have been aware this game would attract a lot of people from the MMORPG crowd. Obviously MMORPG players are easily the biggest group of players that will no life a game and min max it into the ground as soon as possible.
But lets be real here most publishers/devs do not give two fucks about catering to the hardcore its a smaller market.
