Man I feel bad coming to this general late. Just got into Blops 3 and I feel like I'm doing awful on average. Can't tell if it's lag compensation or maybe my aim is terrible. I notice I have to prefire everyone to get all my hits in, and my ping is 30-40. Killcam shows me visible for a full second before I even see the enemy.

A majority of Specialist Abilities have a pretty wide window to get Ability Medals even after the ability has worn off, except Vision Pulse that's on the complete opposite spectrum.
Though there is an issue with bugged medals, you may be earning them legit but the game isn't counting them for whatever reason.

You boost slide off a ledge, boost jump toward a wall close to you, and jump off the wall as soon as you touch it to go farther while losing little to no momentum

Hacking an enemy package with a Blackhat does it too. It's actually extremely good at that. You can steal from basically any distance so long as you have LoS and it steals it around as faster if not faster than they're able to take it.
