Unlock Chapter 10 by simply completing Chapter 9, then you go to the SHIELD Helicarrier hub and talk to Nick Fury.
Omega Files have been in the game forever, so if you've never seen them, you're either from the first yearor lying.Anyways, you can get up to 100 a day (I think it's the only event currency you're actually limited on) and the vendor is in the west wing of the Avenger's Tower near Jocasta and Moondragon (who handle ARMOR and Worldstones). I forget who the vendor is for Omega files, if I'm even remembering it right.

Simple rotation, no gimmick (besides serum use, but that's straightforward and doesn't limit you from doing something, like the Combo system does), and he's a Physical Melee hero, which has always had some of the best artifacts. Jokes on you, Nightcrawler was already mentioned as being in line for an update and a dev was even talking about it. He was playing through and making notes of things he didn't like and wanted to change, as well as asking for feedback, and this was before the GR and Emma update, so it appeared that NC and Colossus were next in line. Then DD's QoL was announced due to the season premiere (although this wasn't too surprising, to be fair), so now NC and Colossus are slightly pushed back (not to mention Emma).

Two posts in the same thread not even that far apart making it both sound like GR's Contract is working as intended but also a piece of tech didn't make it in on time for it to work. Well, I was right. They don't have the time to finish up the tech for GR's new contract mechanic and that's why they left him like that. They basically need to move on and are asking people what "fix" they want because he wasn't supposed to be part of the QoL schedule.
