I played for 1000 hours and never heard of such a restriction. Unless you're talking about the """""""competitive""""""""" scene which made smash seem like it kept a lot of the game available and had rules very similar to that one kid that said no hadokens.
As for the lack of variety, in theory it was because they didn't want many duplicates that filled the same role, so weapons were kept to a minimum to make balance easier.

Differences between the two for snipers are clear. World at War was intended to have strengths for snipers, from intentional vantage points and intuitive vantage points, to having actual camo to blend in with your surroundings, as well as having buildings that would work for a sniper.
BO3 has none of these. Plus with literally every building in the game having more than one entry, often more than two as well, it has effectively pushed the game into close-mid range sniping akin to MW2 all about the quick zoom in for a 1 hit kill and keep running around as that's all the game is good for.

Keep in mind I'm 26 and I stupidly dismissed call of duty multiplayer despite being an FPS fan. This was due to getting wrecked any time I tried it 1-23 avg and gave up soon. But this game, THIS GAME, I tried it, got wrecked and STILL had fun.
