Alphys took the first flower of Asgore's garden, which had Asriel's essence but she didn't know that at the time. She injected it with determination intending for it to be the vessel, but nothing happened so she returned it and the souls. From her perspective at that point, the tests were completely unproductive and that's probably what she told Asgore. It wasn't until after they were returned that the monsters started waking up and then melting, and Flowey woke up in the garden. The last log entry is her mentioning that the flower somehow disappeared from Asgore's garden, which Flowey tells you about.
This changes literally nothing.

Toriel and Asgore are shitty rulers, but that doesn't discount what Chara did. Chara and Asriel represented the hope of monsters being freed peacefully and reconciling with humans, they were literally calling Chara the hope for monsters and humans. And because Chara decided they wanted to provoke their home village and get themselves killed, hope died in the underground, and the only way it was able to be brought back was a declaration of war on humanity. And that declaration continued to be the only hope till the end of the game, several monsters through the game comment on despair and hopelessness being huge problems and their hope being that Asgore will get the seventh soul, break the barrier, and wipe out humanity.

The Dreemurrs all do bare responsibility, like I said, Toriel and Asgore are shitty rulers and they did respond to things badly, but it was ultimately Chara's plan that sparked everything.
Nobody knew what Chara was really like, given the way they are referred to, they managed to make themselves look pretty normal and nice to monsters. Which isn't surprising, sociopaths are very good at coming off as likable. And they didn't really have anything else they could do with the kid unless they wanted to imprison them for life or outright kill them.

no, sociopaths are not good at coming across as likable, and theres evidence to suggest that asriel, their closest friend, wasn't entirely happy with how they acted. Being sociable would have also meant Chara could have blended into society, and manipulated people into getting what they wanted, but they didn't do this. they hated humanity, and instead of reaping the rewards already within reach, choose to leave humanity to climb a mountain of no return. these are not the actions of a psychopath, theyre the actions of a sociopath.
Sociopaths are not sociable like psychos. They have a sickness that is in part caused by society,. The kind of sickness that will literally let you stand there and watch a 7 year old girl burn to death because someone called her a witch.
