Anyone know mods that might break workers?

Because my workers are messed up, they cant be selected, except they kind of can, they just don't show up as selected, I'm looking at the last unit I had selected instead, and can move the worker, but I can't take any actions with them at all.

How do I start trouble shooting?

in Civ 5, do i need to have the relevant Social Policy tree unlocked to get the benefits from a wonder that requires that tree? ie. do i need to have unlocked Honor to get benefits from the Statue of Zeus in a captured city?
