Japan has a decent enough line of WW2 mediums/TDs/SPAAs that could go up to like tier 3-4, and the rest could be covered by immediate post-war imports and JDF MBTs or something
France has enough WW2 tanks to hit tier 3, and then they can go to immediate post-war designs and prototypes like fucking ARLs and shit
Italy is just disastrous. Almost everything they made was mechanically irrelevant. Even Japan had cast/welded armor and more modern suspension. Italy's only redeeming factor is that a handful of ammunition types on a few of their guns were relatively competitive.

Tier 2 BR 3.3 is already Shermans, T-34s and up-gunned Panzers. All of these are miles ahead of even the best tanks France had in the field by the time of it's defeat. They have good tanks for tier 1 and early tier 2 but when it comes to 3.3 and higher BR tanks they can't compete.
In the air things are even worse. The D.520 is currently over-tiered at 2.7 and it was the best they had along with the VG-33.
I'd love to see France but don't fool yourself. Even their best vehicles can barely carry them unto BR 3.3. They only get good stuff again for tier 5.
At least the Italians can carry their own weight in planes - albeit with a comparably weak late-tier 4 - and their armour can sorta carry them into tier 3 BR 4.3 at least. It's not much but still better than France.
