Alisa fundamentally is supposed to have above average art offense potential [around Jusis level but not Eliot or Emma] and below average physical attack potential since her best offensive regular craft is B tier although it can give burn too.
Her best role by end game is CP support. Put her in rear and refill CP/health with Bless Arrow on other party members. Heavens Gift gives CP regen to party + Insight to increase evade ratio.
About ideal quartz don't bother trying to booster her offense [attack, status effect on hit, etc] especially when her Special Craft is mediocre in terms of damage/area/etc. You want her to stay alive as long as possible to continue Bless Arrows/Heavens cycle. Her master quart default Angel is great for this since by level 5 she essentially has two get out of free jail cards if she is ever KO for 100% health/200 CP per death.
Boosting her speed, defense, and health is ideal. Give her a Chrono Burst too just so she gets two actions at once and because she does have an above average EP pool. You can boost her art offense too, but if you wanted a mage fighter Emma does a way better job so it's a waste trying to make Alisa better in art offense.
