It means ranked isn't restricted to solo and duo. You can queue ranked as 3, 4, or 4 stack. 90% of the time the game matches you against another stack.

1- basic lee you can 5 man queue and if the enemy isn't a 5 man queue you have a disadvantage
2- it's called solo queue, but it isn't, it's a 5 man queue if you want to have as much advantages as possible
3- in high elo like Diamond I it's really hard to win because you play against 5 man professional teams or 5 man challenguer teams, meanwhile you are playing with 4 random players
