yes it is, but im playing TW3 again and Im also playing Blood Baron missions right now and im lvl.5, this is my 3rd play trough after little pause so I kinda know what I'm doing(also, my every play trough is totally different, its incredible, i didn't even know what factors are taken into account on what you will see in any of your play troughs , give game a couple of months of pause and you can replay it like Morrowind),
anyway, if you are at Bloody Baron then you weren't(you can get to Novigrad) in Novigrad,Oxenfurt,Kaer Trolde and Skellige. This is not Bethesda's big, this is Sparta Madness level of big, especially if you are completionist and want to see everything.

Just finished the "Ugly Baby" quest, triggered all the Brothers in Arms quests.
I auto-completed the Velen quest because I dealt with Keira's side-story fifty hours ago and sent her to Kaer Morhen, along with Letho. Do they show up in Kaer Morhen before I get Ciri? I was kind of surprised that Keira and Letho weren't already hanging around Kaer Morhen when I got there, considering how long ago the Velen quests were. Do I have to wait around in Kaer Morhen for them to show up or should I just keep recruiting folks?

Assuming male mages don't count either and that you mean power in general and not just strength...Ciri, probably. Olgierd and Letho on a good day, though it's a toss up. Vesemir probably was before he died. Wouldn't be surprised if Iorveth was a better fighter, having been doing that job for ages. Probably more we never see. There's always someone better. And someone worse can have a good day. Or he could have a bad day.

Only if you have Geralt continually object to the execution at the estate and fight him. If you stay out of it, you see the scene where the previous owners' daughter stabs Olgierd in the back. They're both good scenes, and while staying out might be more in-character, the other way gets you a good boss fight with awesome music. So I'm torn.
