Those two facts aren't tied together, if only it would make it even more clear that localizing is the correct move, as it would be expanding the franchise to the BIGGEST market in the world. It happened with everything else in their catalog, from Jojo to Tales of to One Piece, and now they are bringing old games like Saint Seiya to Steam
Also it's different from the mobile market, that relies on events and constant updates, they'll localize IMAS, ship it and never bother aboug it again

That's a really big assumption. You're assuming all those Japanese PS4 owners care about idolmaster which isn't true, a lot of people just use their PS4 to play Call of Duty.
You're also assuming the sheer install base outside of Japan wouldn't outweigh Japan's affinity for idolmaster.

Just for example, for Imas 3 to sell 100,000 copies in Japan that means 1 in 20 PS4 owners need to buy the game.
For it to sell the same 100,000 outside of Japan only 1 in 340 PS4 owners need to buy a copy of the game.
