I can kind of understand they didn`t want it like 2-shotting bosses, but seriously. There`s absolutely no reason to use the steak`s R2 when you do more damage by just mashing R1 in the time it takes for it to fire off.

With the proper gems and a full beast meter you can hit for about 6K with a charged stake R2. 6 of those will kill ludwig on NG
If it actually did good damage out of the starting gate and was balanced for the damage to match the length of the windup, then it would definitely have 2-shot potential, especially considering some bosses have weakpoints.
