My first character had Idiot Savant and I don't mind the noise. The problem was I was save scumming every quest for massive exp so I could max out my SPECIAL before putting in any perks. It was fun and it wasn't too difficult (even on Survival) but the save scumming got tedious and made me dislike doing quests. That's why I wanted to skip that process and just max out my SPECIAL at level 1 so I can make whatever build I want.
The problem is I found Idiot Savant almost never procced with 10 intelligence which is why I'm wondering if it would be a waste to take if I'm not going to save scum.

I have a bunch of graphics tweaks already and I downloaded Project Brazil. I know about Fallout: Dust, but I'm not too interested in a big hardcore survival experience. Just want something fun. Also, if there's a mod that puts railway rifles in the game, I'd like that as well. That motherfucker was my favorite in FO3.
