Randomness. If you try exercising the slightest bit of individual skill, it literally becomes circling around: the map, so say for instance you try to play offensively, they can just wait at the bottom of the catwalk until you come back around and blow you away you with the stickies/splinter grenades that spawn there.
Otherwise, you play defensively and people come flying around corners at you with Spartan Charge. It harbors very little individual skill for people playing solo.
I have a map in every Halo game that I can't perform consistently in, and I usually have some trouble explaining why. Fathom, I can explain easily.

At least for launch or this update all they had to do was include a gametype for customs that forced people to switch to other team on death and determine team attributes like starting weapon and speed etc separately. It would be very general and people could make whatever infection they wanted.
