So far though I've been pretty unhappy with the looks of all the buildings I've made and keep reloading to a generally blank slate. The mesh appears to be a regular harness but is spaced from the body so that there's a full body mesh underneath it.
It utilizes a custom texture with an alpha to create something looking like short shorts, which wouldn't function with the regular harness since the body mesh actually doesn't exist below the harness.
I hope that makes sense but basically it's going to look like the regular harness without the texture (I can tell you it isn't).
If the mod still existed on Fallout 4 Nexus I could show you what it's supposed to look like with the texture but it's been taken down for some reason.

It lets you share resources between settlements.
They'll also carry food and water so a farm that's overproducing will be able to support somewhere with no food planted if there's enough to go around, or several farms with a little surplus could pile together to cover a large town's needs.
Also settlements don't have to be directly connected, a line going from A to B then B to C will share stuff from A and C and so on.

I don't know to be honest, you can assign textures in Nifskope and in the Geck / FOEdit. They likely used FOEdit. Did that mod have custom meshes included? You could try searching for the Scribe one and replacing it with the exported nif.
If that doesn't work you will need Nifskope, replace mesh, assign texture in Nifskope. Which is something I havent done yet for FO4 but its probably just like how Skyrim did it. Its a lot easier IMO to do it in a CK than Nifskope way. And Im looking around some FO nifs, I dont even know where textures are applied anymore on it...

It can be done. You just need to be very restrictive on taking perks to boost it. And maybe download a mod to increased enemy damage. But it can be done.

Found it. Its JUST like Skyrim.
Go to each "Textureset" (this outfit has 3) and change the filenames so they match the texture for the urban camo one. If you don't know where it is, you can find it on the one from the mod...but you've probably already saved over it by now...this is why I keep backups of stuff.
Then save in nifskope, textures should work then. You probably don't need to change the cubemaps or normals (_n extension) or subsurface tints (_s extension), but check to make sure they're not different, too.

Thats all there is to do until the Geck comes. I can't model armor and outfits, and I don't have the patience to rig outfits from other games, even if I did get Blender installed again. Fuck that.
So I just use Outfit studio and impart my limited Nifskope knowledge to people wanting to do relatively simple things, which just happens to be mostly waifu stuff for now.
