Evelynn was the one I said can only be stealthed when not around people. Specifically she becomes visible out of combat and if anyone gets within a certain radius of her she becomes visible.
Twitch now has a 3 second stealth delayed by a few seconds.
Eve and Twitch used to be able to stealth for very long periods of time, like 45 seconds at max rank. It used to be hilariously fun though both champs were never that great otherwise (Barring the time where Eve used to stun people when coming out of stealth)
Shaco has always had a short duration stealth/blink
There's also Wukong who has a short duration stealth/decoy and then there's Rengar who's ult lets him go stealth for a short duration but longer after he gets stacks on his passive. It also lets him leap onto people from a distance.
If you don't play League, then imagine Loki's assassinate not having a stun but he's able to do it twice and that's 100% what Rengar is among other things. Compared to him, Loki is pretty underpowered.
