Basically, let people steal your soldiers when they raid your base on FOBs, but when you come back to play, lock down your best staff so the online update doesn't remove them from your roster.
Alternatively, you can go online, let the server do its update, then flash the save file over with a back up. You'll still be notified of the invasion, but since the server already took the staff from you, it won't do the take routine again.
Very easy to mitigate staff-related FOB damage. Resources can't be helped since they're stored mostly online.

Platform 1: building next to the bridge so it looks to where the ladder is. Catches people too confident in their invincibility period. Bonus points of you set the sole security zone on platform 1 to the bridge. If they shoot out the camera, guards there will hear it and put the base on alert.
Don't know for platforms 2 and 3, but lock down blind spots on common routes, usually the railings on the sides.
Platform 4: Same as above but be tricky about it. Command overlooking the door opposite catches people. Great if you put mines next to the upper helipad and stairs there since most people hide there when an alert is triggered high up on Command.
As for mines, always mine the crawl spaces and ladders on the walkways under sections. Use others in common routes on the sides or above and hide them well. I've blown up a few Raiden Dashers on Platform 2 with an unexpected mine location. The security team usually handles the rest with the level 7 tandem of the snipers and the new assault rifle.

Instead of going to the objective, head to Cafetal Aroma Encatado: Entrance. The first two soldiers are nothing special, put them down. The third guy, who patrols behind the truck up the hill, is an A-Rank RnD trooper. Extract him, finish the mission, rinse and repeat over and over.
Also in PW the staff you recruit go up from A-rank to S-rank really quickly. Thanks for the gay.

There's that sniper in Main Ops 5 and 8, but you need shit like fulton mines, and I haven't got those until after finishing the story missions. I have no clue where else, but usually fultoning in armored vehicle mission gets me lots of high ranked dudes. Sorry if I'm not much help. Also, that gay is wonderful, thank you.
