Back in 2014, the devs really had an hard-on at the idea of making the saw more viable against cops and special units but since they finally realized that nobody would never waste any blades on the ennemies and use the damage bonus for other purposes such as opening deposit safes and ATM in one-tap, they nerfed it to the ground so nobody could "abuse" the system for their own interest.
It's either that or they're just clueless about the meta of the game and nerfed it for no reasons.

The devs have a feedback thread on the last open beta (during the beta) and other balance issues. They basically throw out random numbers and don't know why people think the numbers are stupid or good.
Also they balance and play the game on OVK. They never do well on loud DW streams and all their gameplay footage shows them bodyshotting cops on OVK. Most guns are shit or similar to each other because it's good enough on OVK.

XP has been boosted on pretty much all heists. You also get your experience after each day of multi day heists. Rats/Cookoff is still good and Aftershock is really quick, good xp and good for beginners also. Diamond store is good on DW if you just went infamous. Other than that I haven't kept track of it since you stop caring about money and xp after infamy V

Jewelry store on DW is the easiest way to get 30 levels when you're starting at level 0. After, just pick for a while heists that doesn't involve specific skills, c4 or saw like FWB, Aftershock, Slaughter to get good rewards.

Private profiles also mean that companies can't sniff out information or publish information about players with private profiles. e.g. dotabuff can't display stats for private profile players with stats from public profile members and/or scraping match histories. Private profile players cannot have their information displayed until they explicitly set their Steam profile to public. This is a requirement for access to the Steam API and access to user data.

Well you have to check if the number of skill points is less than or equal the number of skill points you're allowed at your level, and then also have to check that each tree is properly built with the relevant infamy tier reductions. That's SOOOOOOOOOOO much work that could've been spent making a high-value DLC for you heisters ;)Also every once in a while, there's a skill tree refund bug that accidentally gives more skill points than you put in. Supposedly it's fixed but it's shown up more than once.

Tried taking a 72/96 acc/stab CAR-4 to a few DW pubs, didn't work so great. Sure, most of them ended with the pubs blowing up a meth lab but it wasn't that effective of a cop killer. I don't know what changed with these dumb nerfs that makes it so unusable for me.
