Riders naturally have access to more and stronger Noble Phantasms, it's a feature of the class. Achilles was also operating under a fame boost being so close to Greece, so under more generic circumstances it's possible he wouldn't even have those objects as a Rider, let alone as a Lancer.
Cuchulainn has his spear, his chariot, his magic, and Fragarach, but he only receives Gae Bolg as a Lancer, because the class isn't one that focuses on Noble Phantasms. Achilles would be under the same circumstances in that class, and would likely only have his spear and his passive NP that grants him speed on foot.

Anything that buffs NP in any way. Fully Ascended Halloween Princess is probably one of her best options. Halloween Petit Devil would also help her NP gain not be so shit. I read the old translation and chapter one of the new translation.
The new translation adds a bunch of fluff like ~~~~~s everywhere, but they also blatantly mistranslate a few puns and jokes that were fairly accurately done in the previous translation.
There's also the updated sprites that don't have the charm of the original sprites and don't look as good as the ps2 ones.
Although honestly the major point would be that with the old translations you can marathon all 8 chapters for a much shorter and more impactful experience, as well as less risk of spoilers.

Da Vinci wasn't as powerful as Karna perhaps in life, but we could assume that artist has a chance against him considering her stats and abilities.
You might not like it, but this is how Fate works. Even in CCC we saw an example of a weak servant who wasn't a fighter in life gaming the situation hard and becoming the final boss. A situation in Fate could occur where Billy the Kid could beat Karna depending on the situation hard enough perhaps.

Kiara created the situation using Andersen's ability to slightly manipulate Fate a few coincidences at a time to create a scenerio where she could win, after he had written enough that his story could finally take effect on reality.
The first coincidence she needed to create, was getting him to write a piece of the story about an AI going rouge and becoming human in soul, as she would then warp this AI, and that piece that was written would become truth. Then they further kept pushing that situation, until it created a small miracle.
Because of this small action, she was placed within an area that was considered to have infinite time where Andersen could write to his leisure almost without the constraints of the contest and having to fight.
From that point onward they games each situation and played both sides of the "war", without either side understanding that she was really behind it.
You see a mundane or weak servant in that moment, surpassing each of the legendary types with ease, due to a complicated plan. If Andersen writes a few sentences, it will create a small coincidence or two to start lining up, and if he writes paragraphs, it'll start to have even more effect. Sometimes that's all you need to really start to create a situation.
In order to take full effect he has to write the entire story of course. We see how his ability of manipulating a few confidences at a time to game the situation is not almighty for sure in many routes, as they're attacked by Meltlilith, when he didn't see it coming, but as long as they're careful and control whatever coincidences they can to try to lead the situation along, it starts falling into place.
However it still more than proves whatever point I was getting at.

Anime had some strange biases compared to the manga.
They wanted to make it so main pairings only was a thing, and in any scene they could they got rid of non-well-known-characters, and sometimes shit on the slightly lesser known characters.
They eliminated half the characters in the beach episode. They also didn't want to adapt chapters revolving around non main characters, like Sion or Arihiko, and instead cut it entirely to add strange filler which was hit or miss.
I'm glad they won't ever adapt AATM or Chibichuki, considering they would probably cut out 90% of the characters in both of them save for the main five from F/SN and a couple from Tsukihime, since apparently they're uncomfortable animating the rest.
