Honestly if you're intense of exploration and crafting you can get into the 60's before it really crawls. Your legendary items will get better from here as far as weapons. Higher chances for assault rifles and plasma guns. Most of your armor will seem like limbo.

I stopped using my of my legendary armors around 40 and went full suits of heavy combat armor. Form over function. Plus I had been living in power armor to not care about null stat boosts. I found some really great weapons (armor piercing battle rifle, +25% damage assault rifle, crippling missile launcher) to spur me on. That strange feel when you notice Vertibirds in your play through actually seem to do pretty well. It's only like 1 out of every 10 Vertibirds I see or hear ever crash.
They do, however, seem to maneuver poorly within the city's skyline and when I need one to pick me up because I'm carrying too much crap, they can't reach me.
Also, gotta say, the Vertibird's fragility might be a reference to the problemed production and such of it's real counterpart, the V-22 Osprey.
And I mean the damn thing was so problematic, it spent like thirty years in development. I asked my dad about it and he said he had been reading about the thing back in the late 70's.

I finished FO4 and had a second play through in mind, but early on I realized that all the endings are pretty much the same and the writing sucks, also the world is so tiny that you will likely be doing the exact same things you did on the first playthrough.
After a while I decided to play NV from scratch again, vanilla.
I've been having so much fucking fun it's amazing, and it just serves as a reminder that bethesda sucks ass at making video games.
The potential they wasted on this game is just fucking laughable, they could have spent so much more effort on fleshing out the world, or making it a tad bigger instead of focusing their resources on the shitty settlement builder that bores the living fuck out of any sensible person.
All of the shenanigans you could pull in NV is just gone, the choices you make barely affect the main story and everything just feels like a waste of time.
There is no point imagining clever builds in your head since the only perks that matter are charisma and perception. Sneaking is also still hilariously broken even with maxed sneaking perks.
Basically, they saw everything NV did right and flat out ignored everything and came with Fallout: Minecraft

I'm only one step beyond you, but I decided to string along the BOS and Institute. I came to the head that I wanted to go Railroad and wipe the Institute. Buuut the BOS won't let you finish their machinations until you wipe the Railroad. So my fence sitting came to the end and I decided to go to war with the BOS to continue Institute access for the Railroad.
Kinda' gives me the sense of Skyrim's factions than the usual Light/Dark of FO3 or Shades of Gray NV. in Skyrim I never could root 100% for any one faction, but it would be easy to roleplay pro Stormcloak or Imperial. FO4 makes it a bit hard to fully RP the first playthrough as well. I thought I'd be BOS all the way, but I'm too sentimental towards synths.

I made a V.A.T.S. spamming asshole with 10 agility 10 luck and 1 perception and I have zero problems. With 10 agility you can basically walk up to enemies in stealth without any perks and I stay in V.A.T.S. so long that I don't take any damage. Crits never miss so I use them to kill opponents from distance, and I have crits for days. You act like this game could possibly ever be hard no matter how retarded your build.

Fallout 4 is the best baseline of a game they've released. The problem is it's just that, an empty skeleton. It still needs to be filled.
There are few quests in the game, and almost every location is just a location filled with bads you go shoot for no reason unless a radiant quest sends you there. There's just nothing out there.
That's what I hate most about Bethesda desu. They just don't provide content, they rely on modders to fill in the gaps for them.

Yeeeah I did the BOS alignment before the main quest brings them in. So I was all giddy in my BOS suit I recovered on recon and using PA pretty often when the Pyrdwen showed up. Pretty engaging to go back to the police station and sign up for the next round of BOS work and go become a knight. But Nick is my favorite, Curie is cool too, and in general I still always liked Harkness from before. So I probably spent two days loading up, seeing the main quest for BOS want's some cool NPCs dead, and just making settlments until I decided to fuck the BOS. Honestly a hard choice since I thought I'd be dedicated with them.

How much damage resistance do you really need? I mean, npc's don't get perks, and no special increases gun damage so other then the fatman, explosives do 150 or less damage, and guns max modded do like 100. Diminishing returns kick in, is there any single point to power armor when you can get 200 DR just from ballistic upgrades on random clothing and hats? I mean even armor over those, are you really going to see a big difference between that 200 from clothing and the 300 you'd get wearing full armor over top of it?
Heavy armor looks like shit, why bother wearing it over the light stuff, why bother wearing it at all over an upgrade suit that you actually like the look of.

If you are on Survival, it counts for a good bit, and playing outside of Power Armor is actually really risky, almost necessitating a stealthy playstyle to get by without it.

Fallout games are not small affairs. They usually take a decently configured medium graphics card to pull decent loads/lessened lag. FO4 has more populace elements than ever, so it dives into the high end much more. A high end card can load most jumps in under 60 seconds and have none of those downtown stutters. I'm using two build: one 5-year-old high end and a modern high end built this year. The 5-year-old is low and does O-K but crashes and stutters, and need more distance phases.
The high end is smooth as milk being poured on marble. It's just demanding PC games need good hardware.
Most PC games have turned to development tricks to look good. 12ish years ago hand-made polygons models were hitting the limit of what man hours could do. So we went to bump mapping, 3-D scanning, and mostly high res textures and lighting. FO4 is a continuation of these tricks. Fairly high polygons (but still out done by your regular AAA shooters), lighting and highres textures. Add in some tessellation and more load for weather management and you have some steep resource need.

I play on 1440p which does definitely increase the requirements but I wasn't running it on Ultra.
As an example, I can run GTAV on very high and on 1440p without a single stutter, it goes down to 40fps max no matter where I go.

Man, I spent 850 and get maybe 1 stutter on first load/fast travel to settlements with lots of buildings. Downtown has no issue. There are a 100 things that can add up to unoptimal build, plenty that aren't your doing. Some hardware just can't maximize with other hardware. You didn't happen to go with an i7?
