Absolute Monarchy with serfs and completly repressive laws are also pretty cool, but I think like they are missing something.
If you're islamic you can do stuff like implement islamic law, what kind of things do you have planned for regular absolute monarchies?
I suggest the following:
It's almost completly impossible to every get enough reactionaries in the upper house to pass any reform. So you will only ever be able to start again with the most repressive laws if the reactionaries take over.
Now I would imagine a decision/event-chain similar to how you get more totalitarian in a fascist dictatorship to bridge the gap between your upper house and those ebin repressive reforms.
I don't know exactly how you would do that. Just making your upperhouse more reactionary only lasts a year after all. Maybe that's enough to give you exactly 1 reform? idk ... maybe that's not so bad after all. This could also go in the opposite direction, with getting a more liberal upper house???
Also I still remember how greece used to start with zero aristocrats. IIRC I managed to make them all reactionary by keeping a react. party in power constantly. Was kinda fun and really the only way and situation to gain a reactionary upperhouse.

The problem with those decisions is ending up with too many decisions for one thing, that's why it's vital to use one per region/province instead of one per country. That's basically the only requirement, but don't forget that for each country that takes a global flag must be set up and all the other potential flags must be taken down. To also reduce that it would be better for the decisions to work per state instead of per province, otherwise you have potenttially dozens of decisions.
I wouldn't recommend starting that right now though since I will add a new province in Macedonia and maybe reshape Epirus/add prekmurje, so provinces will still change in the balkans.

That still needs a little more flavor though. The death of a ruler in a totalitarian system should cause some major unrest and maybe even end it.

Ideally, I want most government types to feel different, even if just a little. For absolute monarchies, I thought something similar for what you propose: the ability to pass a reform just because you want to. The problem is, that would be too strong without specific requirements (at least healthcare has a limit), so we stumble in the balance issue. I don't think all governments should have the same "balance" but if something gets so good it's a no brainer, then we have a problem.
In the end, serfs and slaves are not supposed to be good things, but more like a hindrance for industrializing. The Ancien Régime in the west failed, so it's kinda hard to come up with something like the totalitarian event chain. most probably, it will be just as your proposed, if I can balance it.

What do you guys think about extending French territory either all the way to the Rhine, or at least annexing Belgium and some German territory?
In the Napoopan game I converted from, the French Republic + Coalition of Nations defeated the French Empire in 1870, hence reducing France to it's 'Hexagon' borders (After which it never attempted to regain lost territory), but it has had Belgium and the bordering German states in its sphere right up from 1880 to 1936, and it might better reflect France's dominant status on the world stage.

Even though I used that weird design Georgia had, I think it looks quite well. The green symbolizes the fertility of the land, and the golden symbolizes the crops that come from it, thanks to the rising sun/star of communism.
I'm not one to brag, but I think it's actually way better than what Georgia SSR actually used (which isn't a high bar to pass).

Stayed on 1-1-2 tech and developed with the mana until I could reform.
Castile decleared war as soon as their first conquistador walked through 5 of my provinces.
They had mil tech 15 so I just offered demand before they could take my first fort.
250 ducats, war reps, 1 province and 1 colony.
After they finished the colony, they cored the province and I could reform my province and I got 26 free techs.
Castile attitude went from Hostile to Threatened.
Aztec still has 1-1-2 but he has the 2nd highest province value with 500+ development. I have almost finished westernizing and feel pretty safe fighting euros right now, so I can protect him until he can reform his religion.
Got spooked after developing provinces for like 100 years and suddenly spaniards appear and declear war, but the peace deal wasn't too bad.
I started as Kiche went with Defensive+Espionage. After I westernize I'll go to adm 10 and get another idea which will probably be exploration, since after that I will continue going down to colonize in SA.
Usually don't take defensive so early, but I was thinking if we got any harder wars with greater european powers extra fort defense and attrition in my tropical areas could help a lot. If my troops weren't enough to fight them.

Looks like it would be just Targu Mures plus Udvarhely. A two province region is not going in except in very special cases.
On the other hand, it seems the two provinces survived as a hungarian majority to this day, and the only way of that happening is a tag. While I'm kinda reluctant to add another tag and blocking the possibility of some assimilation in the middle of Romania, I need to take that into consideration.
In short: I'm not sure what would be the best solution. Maybe add the tag and do something to clean up other tags like Transylvania but add a decision for the romanians to expel a part of the hungarians, forcing some assimilation and killing the cores, or just expel everyone and remove the cores.
