The hero's concept is just wonky. He's never been in a "balanced" position - he was OP with ghost scepter but you never saw him at a TI. Then he had a resurgence when lvl 1 Inner Vitality was actually good and Life Break got its cd reduced drastically.
He needs a total rework in my opinion just because he's either pubtrash garbage or pushing down your T3 at 19 minutes with his whole team behind him.
