It's an apartment on the water with helipads and boat docking that can quickly move you across the map.

only 2 of the cars are worth it, the cobra and the nightshade, the new super is shit, shit performance andlooks like shit
"VIP" and "bodyguards" are fun for a while but get old quickly, you get paid, but it really doesnt justify it, plus you give like 80% to the VIP from freemode events and bounties.
no new clothes except robes. cant mix and match shit just have to wear whatever is predetermind and whatever the VIP chooses.
only selected apartments are customizable, the yacht´s inside isnt, the mansion isn´t.

It's not a removal, just another avenue. AFKing contact missions is still a major way to make money, and it's still technically quicker cash, if you know how to work with it. VIP mission grinding could have just been a new, somewhat refreshing way to make a quick flow of cash. There's no reason for that cooldown to be there.
