Given how PA works in 4, it doesn't seem like its all that hard to use. Its a 1:1 ratio on your actual movements, the only thing that "training" would be used for is trying to remember your're taller than you are normally, wider than you are normally, and you reach and strength is much greater than you are normally.
TL:DR- Using Power armor is easy, using it well takes training.

It's one of the weaker areas for settlements but you can fiddle around and add on to the two buildings a bit. Managed to get doors in with the picket/wire fence trick. I couldn't find any concrete on-site and I don't have LL yet so that's sort of a pain in the ass. It has potential though.

Firstly, only Eden wanted to go full genocide. Autumn and the rest of the enclave were more concerned with reuniting america. Which is the best plan for the future. Plus the enclave is still trying to advance technology, while the BoS just hoards tech because they think it will somehow cause another apoclapyse.

We also do not know if they come programmed with empathy, and without the institute's leash on them, we do not know if they are just ticking time bombs waiting to go off. If they are capable of free will, and capable of altering their own programming, but lack a sense of empathy or some 3 laws to stop them from killing or hurting humans, then what is there to prevent them from deciding that humanity is needless, or they are humanity's next evolutionary step.
If they take over the institute, have access to teleportation devices, advanced weapons, and able to reproduce themselves infinitely, then they can easily overtake anything.
Combine that with their ability to infiltrate very effectively, and they can either conquer slowly and replace the humans, or cripple a settlement's defenses and leadership, then slaughter who's left.
It's the same problem as with any AI. If it learns, can replicate itself, can alter its own programming, doesn't care about humans, has no safegaurds to stop it from hurting humans, then there is only time that will stop it from thinking that the creators are no longer necessary.

The only time the BoS have ever been the "Good guys" was in F03 and I only attribute that to Bethesda not knowing what they were writing for well enough at the time to give them proper characterization.

I had an idea recently about adding new things to the vaults to make them more interesting.
Like new rooms and areas of Vault 111 that are barred behind various locks and terminals, and perhaps even just a few keys added in that you find through the main story.
Cryogenics isn't going to be terribly exciting for a vault, but there could be a lot more people, records of previous cryogenics experiments, more equipment storage, and other little things.

Anything Goes because of the affected Vaudeville singing grates on me after a time. Crazy He Calls Me because, even as somebody who likes chill music like smooth soul/downtempo/lounge her singing is far too slow and sleepy to make me feel anything more than moderately annoyed.
I liked Butcher Pete in 3 but it's kind of got a "Been there" feeling for me in this one.
