Tamamo however at least has a niche where shes amazing (e.g. Heal teams with jannu and anderson/lily/martha) whilst artemis is equally mediocore in everything she does (outside the rare female)

Prana Burst is the same bonus for both. Arturia's stronger Charisma and higher max ATK doesn't make up for the NP damage difference. Instinct isn't that useful outside of specific team builds.
