I know there was a short time when mind powers were taken away if you took ryetalin, but that got fixed along with the random disabilities at some point. I know this because I actually looked at the thing on the issue tracker.
Now it's back and I don't know why. Something about it ahving to be enabled in both genetics and the other way to get powers or something.

I didn't use the Toxins or Telescience characters because we already have a Scientist and Roboticist. Slow, close-range combatant, focuses on strong BnB fundamentals rather than large combos or powerful specials. A special attack could have him drill the ground and find a random temporary weapon (claymore, katana, alien gun with one or two bullets). For his ultra, he breaks the large artifact, putting the opponent in Dizzy state.

QM has access to the department account, so he has access to some low-level items from Cargo as well as anything from the mining vendor.

You don't necessarily need to implement alternative titles. Xenoarch, anomalist, telescientist, xenobiologist, and plasma researcher are all alternate titles for scientist. The scientists's moveset could just be a smattering of those things, a tank transfer valve from Toxins, a hand tele for Telescience, etc.
