Fate route is simply fucking garbage, so I understand them adding stuff from other routes. Hell the Berserker vs Archer fight is a highlight and it's not in the VN, everyone that reads Fate route gets bored to death. Meanwhile pretty much everyone liked the DEEN anime.

Grand Order is one of the highest grossing mobage even in normal downtime and with an extremely autistic fanbase, they don't need events constantly to survive. Despite an insanely bad launch for such a large ip and godawful reviews from salty fans, Grand Order is thriving in the model it has now, which is fuck all content and maintenance.
They arent going to suddenly start being good devs for lack of better things to do.

We only got 5 new servants witch the release of Okeanos, one of which was already in the game files. There is 4 chapters left so that's just 20 more servants. If we get the same amount during the downtime between the chapters, which we won't, that's just 40 over a period of at least a year. The other 40 that are already leaked are then going to be added to the gacha with no more content planned over the next 1-2 years if the game doesn't die before that.
