Armor increases the amount of body shots you can take pretty significantly with glocks/usp/p2000. This means that even though most kills are due to headshot, sometimes you survive getting to that point because of the armor.
It's preference, of course, but if you're not buying other stuff, get armor. You can buy a smoke/flash/p250 if you want, or tec9 for someone with armor.
It's not good to save on pistol round though.

it's not just learning smokes, you need to know how to use them and use flahes effectively, basically learn "plays"
one of the best plays you can do on d2 long: smoke from T, flash1, flash2, go in, prefire long then check pit if you are late or peak agressively (look the other way around for flash tho) if you want to catch the guy on long rotating back
that will give you long control where you can put your awper and then hit short+long
