I've never been more attached to a Fallout character than with Kent from the Silver Shroud. Something about him is so sympathetic, he's like an old man slowly losing his memory and reliving his childhood. I don't know why I'm so attached to him, its that aura of pure innocence/goodness. I reloaded a save 5 times and backtracked to get Charisma gear just to be able to save him. 10/10 would romance only to cuddle with non-sexually.

To be honest most of the time /v/ can't distinguish between "streamlining" and "dumbing down"
For instance when WoW removed old Talent trees for a new system where instead you had a bunch of "pick one of three abilitys/passives" choices.
/v/ becried the downfall of WoW and the dumbing down, when in reality, for years every class had their fucking cookie cutter specc. Unless a talent was changed you would never respecc or specc differently for anything (with very very few exceptions). you'd always pick the talent that gave +dmg and abilities, + fillers needed for them. you'd never pick wand damage because people won't raid without. Talent Trees where less of a choice and more of a tool to not take people who didn't have the exactly right talent specc.
Yeah you had options, but playing a shadow priest who instead of picking mind flay, shadowform and vampiric touch went down the holy tree all the way down to Spirit of redemption was not "a cool unique thing" you could do, it was "a retarded way to not be able to do fucking anything"

The core might not even be that decent. It's clear they've recycled many Skyrim animations, and a good deal of the image quality boost (which isn't that large to begin with) comes from all the fucking post-processing, which could be a pain to work with when modding.
That said, we won't know for sure until GECK comes out and people dig around the files a bit more, and the game nominally supports physically based rendering and slightly better facial animation. Also, a later version of directx and 64bit removes the memory limits.
We'll definitely get to at least Skyrim tier, which is already pretty great imo

Just speak as the Shroud until everyone but Sinjin gives up, then as soon as the conversation is over enter VATS and hit Sinjin in the head with a sniper or other high damage gun, twice if you have the AP.
